Budget-ECOFIN
On behalf of Denmark the Minister of Finance participates in Budget-ECOFIN where the annual budget of the EU is negotiated
The two annual meetings in ECOFIN [link til tekst om ECOFIN], where Ministers of Economy, Finance or Budget meet in order to negotiate the EU budget for the coming year are called the Budget-ECOFIN. The two meetings are held in July and November. Previously, the Commission has presented its draft budget and at the meetings a 1st and a 2nd reading of the draft budget is carried out. In relation to both meetings, sessions are held with the European Parliament, which is the other part of EU’s budgetary authority. In connection to the 2nd reading of the draft budget in November the Budget-ECOFIN aims at entering into an agreement with the Parliament regarding the budget.
The Engagement of the Ministry of Finance
Before the Minister of Finance is able to negotiate on behalf of Denmark, he must obtain a mandate for negotiation in the European Affairs Committee of the Danish Parliament. This demand is one of the main principles of the Danish decision making procedure regarding EU related issue. The Ministry of Finance prepares the Ministers participation in the meeting with the European Affairs Committee of the Danish Parliament and the following participation in Budget-ECOFIN. Thus, the ministry provides analyses and basis for decision-making in relation to the determination of Danish priorities towards the negotiations concerning the EU-budget.
