Quality of new regulation
Alongside the efforts to reduce administrative burdens on businesses and improve regulation inside government, Denmark has a continued focus on ensuring that new regulation is of high quality.
This is achieved through a differentiated process, where the level of scrutiny depends on the character of the proposed legislation. The assessment of the required level of scrutiny is based upon the annually pub-licised Law Programme, which contains information about all major forthcoming legislative initiatives.
For legislative proposals with major consequences for businesses, an ex-ante evaluation using the AM-VAB-method (SCM) is conducted. All new regulation affecting businesses is measured annually by using the AMVAB-method
For proposals with major regulatory consequences for municipalities and regions, the newly developed ex-ante VAKKS-method is employed. The VAKKS-method considers both quantitative and qualitative consequences, including consequences for the autonomy of the municipalities and suggestions for simplification of the proposed regulation. Furthermore, municipalities and regions are compensated for all new administrative tasks conferred upon them by parliament and central government.
