Public modernisation


The Ministry of Finance develops and implements initiatives to improve the efficiency of the public administration.

The main task for the public organisations is to provide the best possible quality and service to the citizens from the resources that are available. The public sector however faces a number of big challenges in the near future, involving shortage of labour and growing demands of good service. For this reason efficiency improvements and quality development will be even more important in the coming years.

It is not an easy task to secure and improve the level of welfare provided to the citizens in the future. It is a task that requires innovation and development, so that all the public organisations deliver service of main value to the society – and deliver it in an efficient way.

The citizens’ money must be spent in the best possible way. The public sector can and shall not work like the private sector, but the public sector can learn a lot from how the private enterprises solve their problems.

The Ministry of Finance therefore develops and implements initiatives to improve the efficiency of the public administration. At the same time, initiatives to improve public leadership are being taken. This development is undertaken in a broad cooperation with among others: municipalities, regions, ministries and public managers and employees.

The modernisation programme lays down a broad view on administrative development, which includes three core areas: digitalisation, administration policy and de-bureaucratisation. The ongoing initiatives particularly involve the following:

  • Organisation and management
  • De-bureaucratisation
  • Labour-saving technologies
  • Establishment of Shared Service Centers
  • Budget and accounting development
  • Public digitalisation strategy
  • Management development

The majority of the above mentioned initiatives are included in the Quality Reform, which is a central part of the public modernisation programme.
